COMMITTEE ON COOPERATIVE DEVELOPMENT
The PICPA National Committee on Cooperative Development was created to faithfully commit itself to the development of the cooperative movement as a vital tool for economic growth. Some of the government programs that were placed in cooperative movements include microcredit, livelihood, and training for entrepreneurship setting up of small enterprises. , Among the more significant aspects through which PICPA can be of help is to acquaint, familiarize and educate our cooperative communities to proper accounting of transactions and financial reporting ,to institute internal controls in their processes and to promote operational efficiency and effectiveness. PICPA should be prepared to extend its services to brief them on good governance, the applicable laws, the code of ethics, and others that will enhance the cooperative system of the country. In place is the picpacoopdev@yahoogroups.com to facilitate dissemination concerning cooperatives and to serve as venue where members can express their opinions involving and affecting cooperatives.
FUNCTIONS:
- Provide link or liaise between the PICPA and the various agencies and organizations with respect to issues involving the cooperative movement as well as the accountancy profession, such as the Department of Finance, Cooperative Development Authority, Land Bank, the Board of Accountancy, the Bureau of Internal Revenue and various cooperative unions , federations, and cooperative development councils.
- Disseminate vital information to the CPAs concerning developments in the cooperative sector in the areas of financial reporting , taxation and good governance, among others;
- Initiate and participate in activities which are aimed at enhancing the Cooperative as a business entity.
- Continue our project for the alignment of the Standard Chart of Accounts and the Standard Audit System for Cooperatives with the Philippine Accounting Standards, Philippine Financial Reporting Standards and the Philippine Standards for Auditing, and setting up of reporting and accounting standards for accounts peculiar to cooperatives.
- Initiate the undertaking a Memorandum of Agreement between PICPA and the Cooperative Development Authority.
- Participate in the formulation of accreditation guidelines for cooperative external auditors.
- Design trainings programs for CPAs involved in cooperative auditing, as part of their BOA and CDA accreditation
- Formulate advocacies for the development of the cooperative movement.
- Develop the Committee’s Plans and Budget for approval by the Liaison Director and for submission during the Annual Planning Conference.
