GOVERNANCE / INSTITUTE FOR SOLIDARITY IN ASIA
This Committee is primarily tasked to continue the Institute’s effort to participate or assist the Board of Accountancy to complete its project “Roadmap for the Philippine Accountancy Profession”
Executive Order No. 220 on “Adopting the Code of Good Governance for the Professions” issued by the President of the Philippines requires professionals to lead in governance efforts, and that they be guided by the Code in the exercise of their professions. In line with this, the BOA and the accountancy Leaders have initiated all efforts towards governance. The Institute takes the lead in good governance and includes good governance in its Continuing Professional Education Programs.
As part of its good governance efforts, the Institute has prepared a Roadmap for the Accounting Profession up to 2030 in partnership with the Institute for Solidarity in Asia, (ISA), and a national organization on corporate governance reforms affiliated with the Institute of Corporate Directors.
The Accounting Profession, because of its significance to the Philippine economy, is one of the nine professions that ISA has identified for the Roadmap for the Professions, which Roadmap is only one segment of the Roadmap for Philippines 2030. The Philippines 2030 Roadmap comprises different sectors, representing the entire Philippine population, like cities and municipalities, media, business, youth, academe, professions, military, church, etc., and all efforts for the Roadmap are directed towards institutionalizing the efforts of these sectors towards nation building. The Philippines 2030 Roadmap as developed touches on six perspectives and strategies, which revolve around sense of community, shared values and sense of prosperity and progress. Among these values, the primary concern for professionals is professional and ethical standards aligned with global standards and social responsibility programs spread to all sectors and segments of society.
Previously, the Professional Regulation Commission/BOA and the Institute partnered with the ISA for a series of good governance conferences, strategic planning sessions, self assessments and preparation of Good Governance scorecards. A Good Governance Report for all the Professions, including the accountancy, was published in 2005 on all these efforts.
The Accounting Profession Roadmap embodies the projects that the profession is embarking. The Roadmap has institutionalized all the Accountancy Profession’s actions, plans and targets up to 2030, which the accountancy profession can link up with those of the other professions and those of the other sectors. The Roadmap is envisioned to facilitate the preparation by PICPA and the profession of a scorecard to measure performance, as an individual professional and as a profession, and of the profession’s contribution to nation building, all in the light of good governance.
The accounting profession is now working towards moving up to the next stage of the Public Governance System, the Proficiency Level, of the scorecard for good governance.
The Code of Good Governance issued by the President is presently the basis for the national competitiveness efforts for professionals of the National Competitive Council of the Philippines chaired by the Philippines Department of Trade Secretary. It is intended that the roadmap of each profession, including that of accountancy, will be dovetailed into the project of the Council.
FUNCTIONS
- Continue our efforts regarding our participation in the Roadmap for Philippine Profession, in coordination with the BOA and ISA.
- Conduct meeting as necessary and update the work on the Roadmap.
- Present the Roadmap as done to the Board for approval prior to its release to any interested agency of the Government.
- Develop the Committee’s Plans and Budget for approval by the Liaison Director and for submission during the Annual Planning Conference.
